In recent years, the "oil to water" policy in the paint industry has been vigorously implemented, and many supportive policies have been introduced across the country. However, there is always more talk than action, and many policies are ambiguous, leaving practitioners at a loss. Recently, the Guye District Branch of the Ecological Environment Bureau of Tangshan City, Hebei Province, issued an important notice clarifying the deadline for the use of water-based paint and synchronizing the punishment basis, injecting a shot in the arm for the water-based paint industry.

In order to reduce the impact of volatile organic compound emissions on atmospheric environmental quality, in accordance with the relevant requirements of the "Notice of Tangshan Ecological Environment Bureau on Promoting the Alternative Use of Low Volatile Organic Compound Content Paint (Coating) in Key Industries", we will promote the alternative use of low volatile organic compound content paint (coating) in our key industries. It is required to complete the replacement of all low volatile organic compound content paints (coatings) such as water-based paints (coatings) in the surface coating industry by the end of June 2020, and keep relevant records and receipts for the purchase and use of low volatile organic compound content paints (coatings).
The standard for paints (coatings) with low volatile organic compound content shall refer to the "Technical Requirements for Coatings with Low Volatile Organic Compound Content (GB/T38597-2020)" (the VOC content of water-based paints, wood paints, color paints should be ≤ 220 (g/L), and the VOC content of clear paints should be ≤ 270 (g/L)); The VOC content of metal substrate anti-corrosion coatings should be ≤ 200 (g/L).
Starting from July 1st, our sub bureau will increase inspection efforts and impose penalties in accordance with Article 108 of the Air Pollution Prevention and Control Law of the People's Republic of China for any behavior of not using paint with low volatile organic compound content or improperly using environmental pollution control facilities.

Anyone who violates the provisions of this Law and commits any of the following acts shall be ordered to rectify by the ecological environment department of the people's government at or above the county level, and shall be fined not less than 20000 yuan but not more than 200000 yuan; Those who refuse to make corrections shall be ordered to suspend production for rectification:
(1) Production and service activities that generate volatile organic compound containing waste gas are not carried out in enclosed spaces or equipment, pollution prevention and control facilities are not installed or used in accordance with regulations, or measures to reduce waste gas emissions are not taken;
(2) Industrial coating enterprises that have not used low volatile organic compound content coatings or have not established or maintained records;
(3) Petroleum, chemical, and other enterprises that produce and use organic solvents fail to take measures to maintain and repair pipelines and equipment on a daily basis, reduce material leakage, or fail to collect and dispose of leaked materials in a timely manner;
(4) Failure to install and use oil and gas recovery devices in accordance with relevant national regulations in oil and gas storage facilities, refueling stations, oil tank trucks, gas tank trucks, etc;
(5) Enterprises engaged in steel, building materials, non-ferrous metals, petroleum, chemical, pharmaceutical, mineral mining, etc. have not taken measures such as centralized collection and treatment, sealing, enclosure, covering, cleaning, watering, etc. to control and reduce the emission of dust and gaseous pollutants;
(6) Combustible gases generated in industrial production, landfill or other activities that have not been recycled, do not have the conditions for recycling and have not been treated for pollution prevention and control, or combustible gas recycling and utilization devices cannot operate normally and have not been repaired or updated in a timely manner.
